The Philippine Government has continuously implementing various system reforms and innovative approaches on procurement procedures and processes to ensure that public funds are efficiently and effectively utilized in various goods, services, and infrastructures. These procedures and processes aimed to bring significant improvement on the capability and competency of various government institutions, the State Universities and Colleges (SUCs) in particular on public fund mobilization/utilization. In addition, these system reforms provide substantial increase in the level of awareness on transparency, good governance, and accountability among concerned school officials and employees.
It is a mandatory requirement for Performance Based-Bonus (PBB) compliance. |

The APCPI assessment is the responsibility of the Head of the Procuring Entity (HOPE) with the assistance of the BAC and its Secretariat, and other concerned units/sections within the procuring entity. The results of the assessment serve as a roadmap on areas of strengths, weaknesses, and improvement in the agency’s procurement processes. In addition, it serves as a feedback mechanism to assist GPPB and other government agencies in the enhancement of the current procurement reform strategies and regulations.
